Dear friends and colleagues,

The Draft Report of the WHO Member States Working Group on Strengthening WHO Preparedness and Response to Health Emergencies (WGPR) dated 3 May seeks the endorsement of the United States’ proposals to amend the International Health Regulations 2005 (IHR).

The 9th WGPR meeting is taking place 4-6 May at the WHO Headquarters in Geneva. This meeting is to finalise WGPR’s Report to the 75th Session of the World Health Assembly (WHA) to be held 22-28 May in Geneva.

Though the draft report was circulated to WHO Member States for them to submit their comments, the published version of 3 May has hardly incorporated comments from the feedback.

The draft report contains a draft decision of the WHA on the process of IHR amendment and a set of recommendations to strengthen the WHO’s preparedness and response to health emergencies. Its recommendations addressing Member States, the WHO Secretariat and Non-State Actors are categorised under the following headings viz. political leadership; cooperation and collaboration; WHO at the Centre; financing; sustainability of COVID-19 innovative mechanisms; global surveillance; strengthening IHR implementation, compliance and potential amendments; universal health and preparedness review pilot; travel measures; and equity.

Attached is an assessment of the Draft Report by Nithin Ramakrishnan and K M Gopakumar that raises several serious concerns especially for developing countries
