TWN
Info Service on Finance and Development (Oct26/02) Dear
friends, Intergovernmental negotiations to craft a United Nations Framework Convention on International Tax Cooperation have been taking place at the UN. According to a new TWN Briefing Paper written by Manuel F. Montes, a Senior Advisor with the Society for International Development, the current international tax system allows multinational companies and wealthy individuals to transfer their earnings to low- or no-tax jurisdictions, depriving countries of substantial tax revenues. What is at stake in the UN talks is a proposed change in the rules to accord all governments the means to tax profits and incomes made in their own territory. The Briefing Paper is available here. With
best wishes,
