About the Author: Dr Carlos Correa is a lawyer and economist. He is the Director of the Masters Programme on Science and Technology and of the Postgraduate Course on Intellectual Property at the University of Buenos Aires, Argentina. He is also Director of the Revista del Derecho Industrial y de la Competencia (a journal specializing in intellectual property and competition law). He is a consultant to various agencies of the United Nations, the Latin American Economic System (SELA), the Secretariat of the Convention on Biological Diversity and other regional and international organizations. Dr Correa also served as an Undersecretary of State and Development for Infromatics of Argentina (1984-1989), and was a government delegate for Argentina in the negotiations of the Washington Treaty and of the TRIPs Agreement during the Uruguay Round. He has also authored many books and articles on technology and intellectual property.
