ABOUT THE BOOK

The failure of developed countries to fulfill their commitments is a major reason for the weak implementation of the United Nations Framework Convention on Climate Change (UNFCCC) over the last 15 years.

At the 13^th meeting of the Conference of Parties (COP 13) held in Bali, Indonesia on 3-15 December 2007 the Bali Action Plan was adopted. It launched “a comprehensive process to enable the full, effective and sustained implementation of the Convention through long-term cooperative action, now, up to and beyond 2012, in order to reach an agreed outcome and adopt a decision” at COP 15 in Copenhagen in December 2009. A new Ad Hoc Working Group on long-term cooperative action was established under the UNFCCC for this purpose.

In response to an invitation by UNFCCC Parties to accredited observer organizations to submit ideas and proposals on the elements contained in paragraph 1 of the Bali Action Plan by 30 September 2008, Third World Network (TWN) submitted five documents, particularly on finance and technology. A second opportunity to submit more ideas and proposals arose and on 6 December 2008 TWN submitted two more documents.

Some of the suggestions were included in a document prepared by the Chair of the Working Group that evolved further into draft negotiation text that will be debated and negotiated throughout 2009.
