The Spotlight Report on Sustainable Development 2016 was launched on 11 July 2016 at the United Nations headquarters in New York, on the first day of the meeting of the High Level Political Forum on Sustainable Development. The Forum is tasked with the follow-up and review of he 2030 Agenda for Sustainable Development and its 17 Goals, adopted by heads of States and Governments on 25 September 2015.
The launch took place at two simultaneous events, both with crowded rooms. In the first one, Barbara Adams (Global Policy Forum), Chee Yoke Ling (Third World Network), Ziad Abdel Samad (Arab NGO Network for Development), Meera Karunananthan (Council of Canadians) and Sandra Vermuyten (Public Services International), all of them authors of different "global" chapters of the report addressed key issues and systemic obstacles that need to be overcome in order to implement the 2030 Agenda.
At the second side event national reports were presented by Areli Sandoval (Equipo Pueblo, Mexico), Jrg Staudenmann (Alliance Sud, Switzerland), Mahinour El-Badrawi (ECESR, Egypt), Marivic Raquiza (Social Watch Philippines) and Wolfgang Oberland (Germany).
Both events highlighted the specific responsibilities of rich countries in their societies, in their responsibility to contribute to the sustainable development of others and in the need to identify and modify "spill-over effects" of national policies, such as greenhouse gas emissions that contribute to climate change or fiscal havens that stimulate illicit financial flows. Different obstacles were highlighted, many of them of a systemic nature. The debates pointed to the need to connect across "silos" between different networks and to link the national to the global. In that regard, the Spotlight Report is the result, at the global level of the collaboration of nineteen international civil society networks and its conclusions were informed by over thirty national reports.

Several have been posted online and a complete set will soon be available.
